Local Law 11 and FISP Facade Repairs in New York

Local Law 11 requires periodic facade inspections for buildings more than six stories. KNS performs the repairs required to correct Unsafe and SWARMP conditions.

Does Local Law 11 Apply to Your Building?

New York City’s FISP requirements apply to buildings over six stories. Owners are responsible for retaining a Qualified Exterior Wall Inspector (QEWI) and filing during the applicable window, which is determined by the last digit of the building’s block number.

What Your FISP Report Will Say

The QEWI inspects the facade and classifies the building as Safe, SWARMP or Unsafe. When repairs are required, KNS works with the owner and QEWI to correct the identified conditions. The QEWI verifies the completed work and submits the required filings to the Department of Buildings.

It depends on the last digit of your tax block number. Blocks ending 4, 5, 6 or 9 file by 21 February 2027. Blocks ending 0, 7 or 8 by 21 February 2028. Blocks ending 1, 2 or 3 by 21 February 2029. Your block number is on your property tax bill.

Public protection goes up first, then repairs proceed on an expedited basis, then your engineer files an amended report to reclassify the building.

Safe With A Repair And Maintenance Program. Not an immediate hazard, but it has to be repaired before your next cycle filing. Left alone it reclassifies as Unsafe, and then a shed goes up.

Yes, that is the normal arrangement. The QEWI inspects and files. KNS works from the filed report and the engineer’s repair drawings, and coordinates back for the amended filing.
